We just returned from a week in Padova (April 2008), which we used as our base for day trips throughout the Veneto. We stayed at the Toscanelli, and our impression was very similar to most of the other Trip Advisor reviews: great location (20 minute walk to the train station, 2 minutes to the Palazzo della Ragione or Duomo), excellent breakfast, friendly staff (who put up very good naturedly with my Italian language attempts), a bit worn-but-nice rooms. Its also worth noting (as others have) that there are some very popular bars right near the hotel, and the students love to gather outside them (it isn't really noisy, and the students were well behaved when we were there, but if you are bothered by noise at all this may not be the best location for you).
As the regular rooms are small, I'd recommend upgrading to a suite, if you are used to "American" size rooms.
This is probably your best choice for a boutique-type small hotel in Padova.
