I have stayed at this hotel a few times over the last few years and it has lots of positives: the staff is friendly and helpful, the property is convenient to many areas of DC including China Town, it's close to two Metro stops (McPherson Square and Metro Center), and is pretty reasonably priced for Washington. The hotel has free Internet access (at a lobby kiosk and in the rooms), a fitness center, and an on-site bar and restaurant. I did find the bar was a bit pricey, though. A glass of Robert Mondavi wine (not exactly premium stuff) was $9.
Rooms have safes big enough for laptops (a great feature), free internet access, the usual amenities including hair dryer and coffee maker, and a comfy bed.
There were a couple of glitches during my most recent stay. The wall unit air conditioner was fairly loud and, despite a sticker saying, "The controls for this unit are located on the wall", they weren't. They were underneath the panel on the unit with the sticker on it.
A far more egregious issue was the water temperature. When I got to my room (#829) after dinner, the shower had plenty of piping hot water. However, at 7:30 the next morning, the water was barely lukewarm. Not ice-cold, but not exactly the pleasant experience I'd hoped for. When I told them about this at checkout, the desk personnel were very apologetic and promised to have maintenance look into it.
Given that enough hot water in the morning is pretty basic, I'd definitely talk to someone at the hotel and make 100% sure the water issue had been addressed before staying here again. Otherwise, it's a solid three to four on the T/A scale.
