The cruiseline booked us here, and we were delighted with the room, welcome drink (in spite of an election in progress which closed down all drinking establishments.)
Quito has some problems. Our cruise buddies were followed in the botanical gardens park and were knocked down, a camera was stolen. For that reason, I'd prefer to stay in a hotel like the Hilton where we noted armed guards at the front doors.
The Concierge called a taxi to take us to the 0 degrees lat and longitude site, and it turned out to be a "friend" in a very nice car who took us there for a set taxi fee--it was comparable exactly. I'm still not sure I would have gone with him had I noticed there was no meter, but it all worked out fine, and he waited to bring us safely back. His English was great and he was a great source of information. The reason I'm hesitant about non taxi drivers is that we met another tourist who was robbed from the "taxi" right downtown. But her taxi wasn't arranged by the hotel concierge, so maybe that's the difference. Hard to know in a different culture.
The hotel was full of Ecuadorian roses, the restaurants were just fine. It was a good stay, and I felt secure in the hotel at all times. It is close to the park where there are vendors, and to a craft centre which was fun to explore.
