We recently stayed at this hotel on your trek across Uruguay.
The price was super cheap. $28 USD per day for a double bed room. Breakfast was included in the price, however, we did not get a chance to eat there so I can't say whether the food was good or bad.
The hotel is centrally located on the 18th of July and steps away from the old city.
There is no parking at the hotel, but we found a garage around the corner that would let us park our car at a good rate. We paid about $12 USD for 3 days and we could enter and leave the garage as often as we wanted to.
The hotel itself is really neat since its an old building from the 30's. And its maintained pretty clean. We did not see any thing dirty in any of the hotel common areas.
The staff is somewhat helpful and bilingual. We found that some of the staff members at the front desk spoke both English and Spanish. And I am pretty sure that they spoke a couple other languages as well.
The hotel rooms are clean but old. The furniture, mattresses, pillows, etc could use with some updates but for the price you are paying its ok. Our only complaint was that the room could have used a safe and we say a cigeratte hole on our sheets.
