Chisinau is a developing city, that is to say standards of living are significantly below European average. It is however a beautiful city, with lots of trees and with nice people.
The Leogrand is designed as a high-end business destination and any Western traveler will find all the familiar facilities. However scale that down a notch with the "developing city" standard, and you have Leogrand.
The hotel is near the city center and also near a nice mall and park (but then again, parks are everywhere). I recommend you check out the Leonardo da Vinci restaurant from the mall, the Russian chef is a wizard (warning, the mall closes at 10 pm). Leogrand's own restaurant is not that good.
The rooms are large enough and clean. They have a guarded underground parking. The staff are friendly and the service is good. They have wifi internet in the rooms and lobby.
Whenever I come to Chisinau (and I do that a lot for business lately) I try to book Leogrand, Jolly Alon, Codru in this order.
I definitely recommend it, but try to stay higher than second floor - or the street noises may be too bothersome.
