We stayed at the very reasonably-priced Arbat while completing the adoption of our child, and they made us feel comfortable and secure. This older hotel is in a nice Moscow neighborhood and caters predominately to European businessmen. However, the staff spoke English quite competently. We were able to reserve a spacious two-room suite for the price of a typical small hotel room elsewhere. The windows were large, we had an in-room refrigerator, and enjoyed a location close to the embassy, subway, and shopping on Arbat street. The included breakfast buffet was the most elaborate I have seen. Service and security were excellent. Tourists might find the location too far for easy walks to the Kremlin (around 2 miles?), and the hotel lacks some of the amenities of the more expensive ones, but we preferred this hotel to several others we have stayed at in Moscow. Highly recommended.
