For good wind surfing go to Icarai de Amontada, Ceara, on the northeast coast of Brazil. It's 190 km from Fortaleza. The best season is July to December. Winds are at 15-25 knots and sometimes 40-45 knots. There is also a windsurfing club there: Windsurfing Clube Nautico do Sol.
